Shinyanga Regional Cooperatives Assistant Registrar, Kakozi Ibrahim, speaking at the 30th General Assembly of the Shinyanga Regional Cooperatives Association SHIRECU (1984) Ltd, stressed the importance of cooperatives being run using modern digital and commercial systems.
In his opening speech at the 30th General Assembly of the Shinyanga Regional Cooperative Association (SHIRECU 1984 LTD), held today at the SHIRECU hall, Ibrahim made it clear that the Cooperative Development Commission (TCDC) insists on cooperatives having bank accounts in the Cooperative Development Bank, and encourages the use of digital systems to improve the performance of such associations.
He said the direction of cooperatives in the country must change to provide opportunities for these associations to operate commercially, increase productivity, and contribute more to the national economy.
"We want to see cooperatives run commercially, and no longer rely solely on basic services. Cooperatives must be strong and have the ability to do business to support their members. All income generated by cooperatives is public property, the members," said Ibrahim.
Ibrahim said cooperatives must increase their efforts in producing crops and investing in economic projects in order to have acceptable contributions.
He urged that cooperative members not sit around and complain, but instead use the resources they have to improve their economic conditions.
"SHIRECU has grown over a long period of time, but we must move away from the old habits of not dealing with agricultural products. We should not sit and complain, we have the resources and strength to do business successfully," said the Assistant Registrar.
Speaking about collaboration with stakeholders, Ibrahim said cooperatives must collaborate with commercial stakeholders.
BACKGROUND INFORMATION
Shinyanga Region Cooperative Union (1984) LTD is a Secondary - level Farmers’ Cooperative Society formed since 1984. The Union is located in Shinyanga Municipality with a total of 107 Primary Cooperative Societies (AMCOS) and 38,178 farmers, primarily engaged in the cultivation of cotton and other mixed crops including legumes such as peas and chickpeas. Since its inception, SHIRECU (1984) LTD has grown into a strong and autonomous Co- operative organization and is currently carrying out a major social-economic transformation. In this regard, the union invites applications from suitable, qualified and skilled Tanzanians to fill the following available vacancies:
1.0 OPERATIONS MANAGER (1 Post)
Nature and scope
The successful candidate will report to General Manager. He/She will be responsible for all operations issues related to production, logistics, Storage, processing, marketing of UNION member’s products.
Duties and Responsibilities
i. To advice General Manager on all activities relating to crop production and operations;
ii. To manage stores and warehouse for the crop production inputs;
iii. To plan and implement all procurement and logistics for cotton farming and other related variety crops;
iv. To coordinate and manage the marketing activities of the Crop;
v. To receive and work on information regarding production, processing and marketing of member’s products;
vi. To provide trainings to enhance productivity to farmers through field/extension officers;
vii. To champion the campaign on promotion of value chain in member’s agricultural produce;
viii. To prepare of season budget of farm input’s requirement;
ix. To perform any other duties as may be assigned by General Manager;
Qualifications, Knowledge and Experience
i. Bachelor’s Degree in Agriculture General/Agribusiness/Argo-Economics, or related discipline from a recognized higher learning Institution (Master degree will be an added advantage);
ii. Minimum of 2 years relevant related experience in as similar position in a reputable organization;
2.0 HUMAN RESOURCE AND ADMINISTRATION MANAGER (1 POST)
Nature and scope
The successful candidate will report to General Manager. He/She will be responsible for providing strategic leadership and oversight in Human Resources Management and Administration Functions. The position ensures efficient service delivery in administrative operations, Staff management and Organizational development to support the achievement of Institutional goal.
Duties and Responsibilities
i. To advice General Manager on all activities relating to human resources management;
ii. To manage the Recruitment process;
iii. Coordinates implementation of the client service charter.
iv. To Manage Compensation and benefits
v. To process payrolls;
vi. Coordinates Staffs performance appraisal
vii. Develop and implement training and development programs.
viii. To Coordinate health, safety and welfare of all employees at work place;
ix. To manage disciplinary process, end to end;

xi. To administer Pensions and compensation schemes;

Nature and scope
The successful candidate will report to Operations Manager. He/She responsible for helping farmers in their decision making and ensuring that appropriate knowledge is implemented to obtain the best results with regard to sustainable production and processing. He/She will work directly with farmers (AMCOS Member’s) sharing information and improved agricultural techniques to rise up Cotton production.
Duties and Responsibilities
i. To provide extension education and services to farmers on their farms in order to obtain the best production;
ii. Data collection& reporting
iii. To assist farmers to make better decisions on crop production in order to increase agricultural production;
iv. To advice farmers on how to save costs of farming equipment and procedures;
v. To assist famers to comply with standards set for the crop;
vi. To be responsible for crop quality control at AMCOS level;
vii. To assist farmers to adopt good crop farming practices;
viii. To assist farmers in agricultural produce value chain;
ix. To ensure availability of farm inputs and facilitate their applications;
x. To apply agricultural technology and record field events and register farmers (AMCOS Members).
xi.Carry out any other related duties as assigned by the Supervisor from time to time.
Qualifications, Knowledge and Experience
i. Diploma in General Agricultural or any related;
ii. Minimum 2 years’ experience from a reputable organization;
iii. Expert in crop production;

4.0 PERSONAL SECRETARY (1 Post)
Nature and scope
The successful candidate will report to Human Resource Officer. Successful candidate will be responsible for managing diaries and organizing meetings and appointments, often controlling access to the manager/executive, Organizing events and conferences. Reminding the manager/executive of important tasks and deadlines.
Duties and Responsibilities
i. To receive, interview and direct visitors accordingly;
ii. To prepare letters, reports and various documents;
iii. To handle confidential and sensitive information;
iv. To ensure that working tools are in good order and the working environment is well maintained;
v. To receive and make telephone calls;
vi. To receive a register detailing records for incoming and outgoing mails and files;
vii. To communicate information by typing, sending and receiving emails/faxes;
viii. To keep diaries of events and make appointments for and on behalf of the designated officer/General Manager;

The Minister of Agriculture, Hon. Hussein Bashe (MP), has said that the Tanzania Cooperative Bank will be a bank that will be guided by commercial principles to bring productivity and development to cooperative members and the nation as a whole.
Minister Bashe said this while opening the first General Meeting of the Cooperative Bank (CBT) on October 17, 2024 in Dodoma, where he urged the Bank's managers and executives to ensure that the Bank operates efficiently, which will enable the Bank to grow and enter the Stock Exchange to increase growth and profits through Cooperatives.
Minister Bashe has called on Cooperative Societies, Agricultural Institutions and Stakeholders to do business with the Bank to increase the profits and income of the Cooperatives, adding that the Government will continue to provide cooperation to the Bank to enable it to grow and serve farmers and various other stakeholders.
In addition, the Minister thanked the President of the United Republic of Tanzania, Hon. Samia Suluhu Hassan, for supporting the Cooperatives and contributing 5 billion shillings to the Bank's capital, bringing it to 52 billion shillings.
The Chairman of the Cooperative Development Commission, Abdulmajid Nsekela, said that cooperatives are a tool that can be used to reach many citizens, even in rural areas. Thus, the Bank is going to increase the speed of delivering financial services through loans and other banking services.
He added that the Commission supports the concept of running banks commercially and digitally by managing Cooperative Societies using digital systems that keep pace with the pace of technological change.
The meeting was attended by various leaders including the Registrar and Chief Executive of the Commission Dr. Benson Ndiege, Chairmen and Executives of Cooperative Societies, Government Leaders and Development Stakeholders.
The Minister of Agriculture, Hon. Hussein Bashe, has said that Crop Insurance will help farmers overcome risks before and after harvesting their crops to produce more productively and increase their income.
He said this at a meeting to discuss the Special Tobacco Insurance Plan with stakeholders, Cooperative Societies in the Tabora region and Tobacco experts, on January 24, 2025 in Dodoma.
Minister Bashe said that farmers incur losses due to various types of risks such as drought, hailstorms, floods, crop diseases. Therefore, insurance will help farmers to farm productively and produce more crops.
He has called on experts to discuss in depth and make solid recommendations and come up with a Tobacco Crop Insurance Plan that can be used for other crops in the future.
He added that it is important for Buyers and other stakeholders to be involved in order to obtain Insurance that will meet the needs of Farmers.
In addition, he has warned some farmers who are smuggling tobacco to stop doing so, as it undermines efforts to develop the financial chain, especially when deductions for farmers' loans are required to be made by the farmer selling tobacco elsewhere, contrary to the procedure.
Participants in the session included District Heads of Tabora Region, Cooperative Societies, Insurance Companies, Banks, Tobacco Buyers and the Tobacco Board.
The Managing Director of the Cooperative Bank of Tanzania (CBT), Godfrey Ng'urah, has said that the Cooperative Bank is now in the market and will be a leading bank in providing excellent digital banking services and accelerating the integration of banking and financial services.
The CBT Director said this on January 29, 2025 at a meeting with Editors and Journalists held in Dodoma.
The meeting aimed to inform the public about the Vision, Mission and Values of the Cooperative Bank for the five-year period from 2025 to 2030.
"Dear journalists, I would like to inform the public; our Cooperative Bank has already started operating and will be a leading bank in providing the best digital banking services and reaching many Tanzanians at once, easily, quickly and at low cost," said Ng'urah.
In addition, he said that in ensuring that the Vision, Mission and Objectives of the Cooperative Bank are implemented, it will work closely with the Tanzania Cooperative Development Commission (TCDC) to ensure that it rapidly promotes the integration of banking and financial services and reaches more Cooperative Members.
Ng'urah said that the Cooperative Bank is currently owned by Cooperatives as the main investors along with Cooperative Societies (51%). The Cooperative Bank has now started operating with three branches which are Tandahimba, Moshi, and Dodoma.
Expressing his gratitude on behalf of the Government, the Registrar and Chief Executive Officer of TCDC, who was the official guest, Dr. Benson Ndiege, called on Cooperative Societies in the country to continue investing in the Cooperative Bank so that they can be part of the beneficiaries of the Bank's investments.
In addition, Dr. Ndiege has congratulated the President of the United Republic of Tanzania, Hon. Dr. Samia Suluhu Hassan for ensuring that the Cooperative Bank is established by providing a capital of five billion and urged Tanzanians in all economic sectors; Agriculture, Fisheries, Trade, Mining, Animal Husbandry, and all groups to open an account at the Cooperative Bank and benefit from excellent services including low-interest loans.
And the Chairman of the Board of the Cooperative Bank, Prof. Gervas Machimu, said the Board is proud of the great achievements including the increase in capital, better financial services and the provision of low-interest loans.
He also said that the Board will ensure that it maintains secure operational systems and manages Integrity and Accountability using modern technologies.
The Registrar and Chief Executive Officer of the Tanzania Cooperative Development Commission (TCDC), Dr. Benson Ndiege, has urged executives to continue to put the interests of members first in their performance to bring benefits to the Cooperative.

However, he concluded specifically for the members that, if a cooperative association is established properly in accordance with the law, and has a strong leadership and sufficiently educated executives with good ethics, including responsible members, respecting and complying with the Cooperative Act, the cooperative principles and the terms of the relevant association, it will be strong and sustainable and enable its goals/purposes to be achieved, thus having great benefits for its members and the surrounding community.

Qualifications, Knowledge and Experience
i. Diploma in Secretarial Studies (NTA –Level 6) or equivalent qualification from a recognized institution.
ii. Must have passed both Short hand (English) and (Kiswahili) Hati Mkato at a speed of 100 words per minute;
iii. Computer knowledge (MS-Word, MS-Excel, Internet, Email, MS-Publisher) acquired from a recognized institution.
iv. Minimum of two (2) years working experience.
v. Strong written and verbal communication skills in both English and Kiswahili.

The Minister of Agriculture, Hon. Hussein Bashe (MP), has said that the Tanzania Cooperative Bank will be a bank that will be guided by commercial principles to bring productivity and development to cooperative members and the nation as a whole.
Minister Bashe said this while opening the first General Meeting of the Cooperative Bank (CBT) on October 17, 2024 in Dodoma, where he urged the Bank's managers and executives to ensure that the Bank operates efficiently, which will enable the Bank to grow and enter the Stock Exchange to increase growth and profits through Cooperatives.
Minister Bashe has called on Cooperative Societies, Agricultural Institutions and Stakeholders to do business with the Bank to increase the profits and income of the Cooperatives, adding that the Government will continue to provide cooperation to the Bank to enable it to grow and serve farmers and various other stakeholders.
In addition, the Minister thanked the President of the United Republic of Tanzania, Hon. Samia Suluhu Hassan, for supporting the Cooperatives and contributing 5 billion shillings to the Bank's capital, bringing it to 52 billion shillings.
The Chairman of the Cooperative Development Commission, Abdulmajid Nsekela, said that cooperatives are a tool that can be used to reach many citizens, even in rural areas. Thus, the Bank is going to increase the speed of delivering financial services through loans and other banking services.
He added that the Commission supports the concept of running banks commercially and digitally by managing Cooperative Societies using digital systems that keep pace with the pace of technological change.
The meeting was attended by various leaders including the Registrar and Chief Executive of the Commission Dr. Benson Ndiege, Chairmen and Executives of Cooperative Societies, Government Leaders and Development Stakeholders.
The Minister of Agriculture, Hon. Hussein Bashe, has said that Crop Insurance will help farmers overcome risks before and after harvesting their crops to produce more productively and increase their income.
He said this at a meeting to discuss the Special Tobacco Insurance Plan with stakeholders, Cooperative Societies in the Tabora region and Tobacco experts, on January 24, 2025 in Dodoma.
Minister Bashe said that farmers incur losses due to various types of risks such as drought, hailstorms, floods, crop diseases. Therefore, insurance will help farmers to farm productively and produce more crops.
He has called on experts to discuss in depth and make solid recommendations and come up with a Tobacco Crop Insurance Plan that can be used for other crops in the future.
He added that it is important for Buyers and other stakeholders to be involved in order to obtain Insurance that will meet the needs of Farmers.
In addition, he has warned some farmers who are smuggling tobacco to stop doing so, as it undermines efforts to develop the financial chain, especially when deductions for farmers' loans are required to be made by the farmer selling tobacco elsewhere, contrary to the procedure.
Participants in the session included District Heads of Tabora Region, Cooperative Societies, Insurance Companies, Banks, Tobacco Buyers and the Tobacco Board.
The Managing Director of the Cooperative Bank of Tanzania (CBT), Godfrey Ng'urah, has said that the Cooperative Bank is now in the market and will be a leading bank in providing excellent digital banking services and accelerating the integration of banking and financial services.
The CBT Director said this on January 29, 2025 at a meeting with Editors and Journalists held in Dodoma.
The meeting aimed to inform the public about the Vision, Mission and Values of the Cooperative Bank for the five-year period from 2025 to 2030.
"Dear journalists, I would like to inform the public; our Cooperative Bank has already started operating and will be a leading bank in providing the best digital banking services and reaching many Tanzanians at once, easily, quickly and at low cost," said Ng'urah.
In addition, he said that in ensuring that the Vision, Mission and Objectives of the Cooperative Bank are implemented, it will work closely with the Tanzania Cooperative Development Commission (TCDC) to ensure that it rapidly promotes the integration of banking and financial services and reaches more Cooperative Members.
Ng'urah said that the Cooperative Bank is currently owned by Cooperatives as the main investors along with Cooperative Societies (51%). The Cooperative Bank has now started operating with three branches which are Tandahimba, Moshi, and Dodoma.
Expressing his gratitude on behalf of the Government, the Registrar and Chief Executive Officer of TCDC, who was the official guest, Dr. Benson Ndiege, called on Cooperative Societies in the country to continue investing in the Cooperative Bank so that they can be part of the beneficiaries of the Bank's investments.
In addition, Dr. Ndiege has congratulated the President of the United Republic of Tanzania, Hon. Dr. Samia Suluhu Hassan for ensuring that the Cooperative Bank is established by providing a capital of five billion and urged Tanzanians in all economic sectors; Agriculture, Fisheries, Trade, Mining, Animal Husbandry, and all groups to open an account at the Cooperative Bank and benefit from excellent services including low-interest loans.
And the Chairman of the Board of the Cooperative Bank, Prof. Gervas Machimu, said the Board is proud of the great achievements including the increase in capital, better financial services and the provision of low-interest loans.
He also said that the Board will ensure that it maintains secure operational systems and manages Integrity and Accountability using modern technologies.
The Registrar and Chief Executive Officer of the Tanzania Cooperative Development Commission (TCDC), Dr. Benson Ndiege, has urged executives to continue to put the interests of members first in their performance to bring benefits to the Cooperative.
He said this while visiting the booths of Associations and Cooperative Stakeholders on July 3, 2024 at Ipuli Stadium, Tabora.
In addition, the Registrar has provided advice, suggestions and various instructions on some of the party's challenges as well as congratulating them on the successes in the parties.
Among the issues he directed to be addressed in the party include ensuring that the party works hard to have a Clean Certificate, increasing value-adding infrastructure, promoting party products, and learning from other parties.
Training for AMCOS executives aimed at improving efficiency/performance in order to bring about development in grassroots organizations has been held for two days from today, 14th – 15/05/2024 at the SHIRECU (1984) LTD conference hall. Cooperative officers have educated AMCOS members on eight topics aimed at enlightening the executives on the best ways to lead their organizations.

addition, the Shinyanga Municipality Cooperative Officer, Mr. DEOGRATIUS MOMBURI has urged delegates on the importance of recognizing the Concept of Cooperatives, the Ethics of leaders in Cooperative associations as well as the principles of co-operation as they are the solid foundations for improving and bringing about development in associations and Cooperatives in the country. He stressed the need to know and implement the seven principles, which are:-

However, he concluded specifically for the members that, if a cooperative association is established properly in accordance with the law, and has a strong leadership and sufficiently educated executives with good ethics, including responsible members, respecting and complying with the Cooperative Act, the cooperative principles and the terms of the relevant association, it will be strong and sustainable and enable its goals/purposes to be achieved, thus having great benefits for its members and the surrounding community.
Shinyanga Regional Cooperatives Assistant Registrar, Kakozi Ibrahim, speaking at the 30th General Assembly of the Shinyanga Regional Cooperatives Association SHIRECU (1984) Ltd, stressed the importance of cooperatives being run using modern digital and commercial systems.
In his opening speech at the 30th General Assembly of the Shinyanga Regional Cooperative Association (SHIRECU 1984 LTD), held today at the SHIRECU hall, Ibrahim made it clear that the Cooperative Development Commission (TCDC) insists on cooperatives having bank accounts in the Cooperative Development Bank, and encourages the use of digital systems to improve the performance of such associations.
He said the direction of cooperatives in the country must change to provide opportunities for these associations to operate commercially, increase productivity, and contribute more to the national economy.
"We want to see cooperatives run commercially, and no longer rely solely on basic services. Cooperatives must be strong and have the ability to do business to support their members. All income generated by cooperatives is public property, the members," said Ibrahim.
Ibrahim said cooperatives must increase their efforts in producing crops and investing in economic projects in order to have acceptable contributions.
He urged that cooperative members not sit around and complain, but instead use the resources they have to improve their economic conditions.
"SHIRECU has grown over a long period of time, but we must move away from the old habits of not dealing with agricultural products. We should not sit and complain, we have the resources and strength to do business successfully," said the Assistant Registrar.
Speaking about collaboration with stakeholders, Ibrahim said cooperatives must collaborate with commercial stakeholders.
